Peter Commins – Managing Director

Peter joined Kier Regional Building North West Board of Director’s in March 2016, having started in the construction industry as an Engineer’s Assistant, progressing through the managerial ranks to Director level. In 1995 he served as Chairman of the Construction Confederation, which was the building and civil engineering contractors’ representative body to the Government on all construction industry matters.

Peter now leads Kier Regional Building’s North West region, leading teams with a ‘can do’ attitude, ensuring we achieve total customer satisfaction whilst operating a safe working environment.

Bob Adams – Director (Liverpool)

As Director for Kier Regional Building Liverpool Region, and with over 15 years experience in contracts and operations management, Bob oversees all the day to day activities of both site and office based teams.

With a wide range of projects in both public and private sectors, Bob and his Senior Management team stay close to both staff and clients, ensuring expectations are met on every project.

Garry Bowker – Director (Manchester)

Garry joined Kier in 2012 as a Senior Framework Manager in Kier’s Strategic Frameworks & Alliances division, and in 2014 was promoted to Pre-construction Director.

Whilst leading the pre-construction, design management and regional framework management teams across Kier Regional North West, Garry has been instrumental in maintaining our leading positions in the education and health sectors whilst also expanding our portfolio in the Commercial, Mixed Use and Industrial sectors, and overseeing the development of these opportunities throughout the pre-construction stage up to successful commencement on site.

Garry now oversees all the day to day activities of both site and office based teams in the Manchester region.

Phil Vickers – Commercial Director

Phil joined Kier as a Quantity Surveyor in 1987 progressing to the roles of Area QS, Commercial Manager, Framework Manager and Commercial Director.

Advising at a strategic level, Phil leads over 40 quantity surveyors as well as overseeing all procurement throughout the North West business. His ability to offer advice on the different approaches that can be adopted in order to successfully achieve the client’s overall objectives,  along with his teams approach to target cost development, aims to ensure that each project is completed within budget in an open and transparent manner.

Phil is a member of the Royal Institution of Chartered Surveyors and has gained two BSc Degree’s in Quantity Surveying and Law.


John O’Callaghan – Managing Director

Appointed Managing Director of Kier Regional Building Northern in 2014, John’s focus is to deliver sustainable growth across a diverse range of sectors in Yorkshire.

Previously Kier Northern’s Commercial Director for 10 years, John is passionate about delivering a consistently high level of customer experience across the region based on sound commercial principles, collaboration and high performing teams.
